Dear whom it may concern, 
On the behalf of the Custodian of the Two Holy Mosques, please accept my government's letter of outreach. On behalf of my government, it is our strong hope that we can exchange communications to better understand one another. In doing so; it is our hope that we can achieve a solid foundation for the formal exchange of diplomats and the expansion of our diplomatic relationship. H.R.H. King Abdulaziz bin Turki extends the Kingdom's hand in the interest of diplomatic cooperation to fortify potential Saudi-German relations.
For decades, the Kingdom and Germany held strong diplomatic relations. It is the hope of the Custodian of the Two Holy Mosques that these relations continue in the interest of both our countries. On a wide array of economic ties from trade and investments to security ties in defense cooperation and technological transfers, we hope that Germany following the changes in your country will be a mutual partner to the Kingdom.
I look forward to your response, and hope that we can exchange cables to better understand one another and pave the way for the exchange of diplomats to begin the technical conversations necessary to permit us to meet physically.

In regards to the message being sent by the Kingdom of Saudi Arabia, the UGR would send an answer, inviting them to a private and encrypted real time messenger within the darknet, in order to converse about the the political standing of their respective countries and the agreements they had held in the past before the coup.

At the Maliki Diwan in Riyadh, Prince Faisal bin Farhan; working in the Crown Prince's office would be instructed to engage with the UGR; handed to him were a number of files pertaining to security related discussions, on his desk were documents pertaining to previously inquired defense contracts. He would also have domestic industrial files pertaining to Saudi goods. As the time came for the meeting, the Prince would have his secretary patch him onto the secured and encrypted one where he would speak with his German Counterparts.

The URG would be faxed a brief outline with regards to who they were speaking with. Prince Faisal bin Farhan had been the Kingdom's previous Ambassador to Germany, fluent in German and mildly getting down the Bavarian accent, he was the Kingdom' Global Cooperation and Security Undersecretary working now at the Crown Prince's office in the Maliki Diwan.

As he waited for his German counter-parts, in the room with the Prince were two aides, one from the ministry of national defense and one from the ministry of economic development. He would have his items filed and at hand should he need to refer to it. As the line was picked up, the Prince would greet his counter-part in German.

The person designated to greeting the prince, was the Reichsdirektor of the UGR personally, Annie Kunz. Sitting at her table in the bundestag, one of the remnants of a form of government long gone by now, she would have all the papers necessary already at her table and a lot of the informations on her mind when she answered the greeting: "Greetings in the name of the UGR. I am sure you already know who I am, so may I ask who i have the honor of speaking with?" Pausing for a few seconds in order to give her counter part time to answer, she would add to her earlier statement: "I have been informed that the Kigdom of saudi Arabia wants to open the diplomatic channels in order to see how our countries are standing to each other, is that right?"

Prince Faisal would response"Ms. Kunz, it is pleasure to speak with you. I do not believe we had the opportunity to meet before. I am Prince Faisal bin Farhan Al-Saud, former Ambassador to Germany and current Undersecretary for Global Cooperation and Security. It has been a while since I've last been to Germany. I have been keeping up to date on whatever is on the news and hope all is well in Berlin on your end. His Royal Highness the King expresses his salutations to you and your government. We hope that these conversations will be fruitful for both of us. As the original letter stated, we hope that we can we can break the ice, for lack of better terms, and open the discussing in order to restore our diplomatic relations and open up economic, political, and military ties between our two nations. So, you are indeed correct Mad'am Reichsdirektor, we hope to see each other's standing."

Annie would nod at the statement of Prince Faisal as she answered: "Certainly the pleasure is mine as well. As far as you are saying, i dont recall having had a conversations with before, but then again, my work usually isnt really to talk with other countries in everyday regards. Although, the UGR appreciates your friendly gesture. I personally am a person that strongly dislikes to beat around the bush unnecessarily long. Call it german pragmatism. I hope you can understand that and that we can get straight down to facts. What is it exactly that you wish to discuss?"

Thank you for your clarification. Allow me to begin then with what we hope to discuss in this meeting. We hope to discuss two different dimensions of our potential relations. Specifically, on the first item we would like discuss security cooperation. We would like to discuss licensing rights for the Kingdom to begin production on a number of items, if you would permit it, I can go over them verbally and send your office a transcript afterwards. The Kingdom is eager to procure the licensing rights for a number of German armored vehicles and to be able to produce them through our own defense corporations. Alongside armored vehicles, we would like to submit an order to your own companies to procure light arms with the first phase of orders to be completed in Germany and the second phase to be produced under our own licensing. These small arms would include things from rifles to anti-tank weapons. We will of course send you a detailed list.

As for the second item, we are interested in cooperating economically through a trade agreement that would allow our two countries to exchange goods. The main purpose would be to allow goods from the Kingdom and Germany to be exchanged without paying any additional tariffs. We would conform our two tariff policies and would allow German producers and German-originated products to enter the Kingdom duty-free and visa-versa. We would be happy to share a draft of our trade agreement proposal with you after this conversation.

"Very well then. I trust you have a writeup of the things you are interested and would be willing to offer at the ready in a contract already too?" Annie would answer in her usual, short, cut to the case kinda way of talking, before she elaborated: "In case you do, i would propose that you send us a copy of the paper in question for reviewing. In case it seems acceptable, we will reach out to you in order to make specific agreements, if this sounds acceptable to you?"

Prince Faisal bin Farhan would look at the woman in front of him as his eyes fixated on the binder she held. Lujain bint Zayed Al-Fahmi would get up, adjusting her abaya as she did. Handing over the binder from the King's office, she placed it in front of Prince Faisal who raised his hand asking her to stand for a second. Picking up a file, roughly ten pages long, he flipped through it quickly and then muted the phone. Speaking in Arabic to Lujain he said; 
"take this to the encryption room and ask them to prepare a fax to the German Government." She nodded, as she took the files and walked towards the encryption room inside the Maliki Diwan. 

As Lujain left the room, Prince Faisal turned on the phone again. "Yes, we have a proposal that we would like to send to your office shortly. To go over it briefly, it is a treaty providing us the space to exchange cooperation on a number of key areas. Primarily, trade and security..." He looked at Khalid bin Mohammed Al-Dowsari, the man stood up and handed him his binder, embroiled with the Ministry of National Defense logo, Prince Faisal opened the binder..."We would like to discuss the transfer of production rights for a number of weapons systems. While, he said as he flipped through the binder, we have identified a number of trade areas we hope to exchange goods and services in. Our proposal looks at them comprehensively." He said as the door opened. 

As the undersecretary spoke, Lujain would pass through the corridors of the Diwan. There, she saw the Royal Guard stationed at a number of doors and key exits. She figured that some council was currently meeting. Turning left, she used her key card to access the encryption room where she handed the files to the staffers inside. She chatted with her friend Reema who worked in the encryption room as the two men in the back transferred the files onto their servers for deliverance. Emailing it to the Germans, it would arrive securely and encrypted. Once confirmed, Lujain thanked them as she was let out, a buzz signifying the door was unlocked. Opening it, she walked back to the Prince's office, opening the door quietly.

As he saw Lujain walking in, he spoke to Annie. "Yes. I believe it should have arrived by now. Please look over it, and give us your review. We liaison-ed previously with your staff to find a more appropriate agreement."

Muting a conversation. "An interesting move", Annie thought to herself as she watched the prince talk to his subordinate, before he finally turned on the speakers again, confirming what they had been talking about just moments ago. Answering him with a nod and giving out: "Then it should not take long to arrive." Naturally it wouldnt take long, as she had stated, before a knock could be heard on the door. Pressing a field on her touchpad, the door would open and a member of her staff would approach from the other side of the table and put a small bundle of freshly printed out papers onto her desk, before retreating.

looking over the papers, checking numbers and thinking for a few minutes, there would be silence, only broken by the sound of Annie's keyboard and computer mouse clicking as she was looking through files. Finally she would bring her hands together as she stated: "It appears acceptable. I shall have the paper transferred to my specialists and, in case we deem it at agreeable in all terms, you will have a signes version of it by the end of tomorrow. Tomorrow in german time that is, which is around 8 pm in your time i belive. Is there anything else you wanted to talk about for today?"
